Home Information Packs (HIPs) were introduced in 2007 for the sale of residential property in England and Wales.

The Government's intention with the Home Information Pack is firstly to provide some of the legal information about a property up front, aiming to speed up the legal part of a sale. The second reason is to introduce the Energy Performance Certificate (EPC).
The HIP contains the following documents:

The Energy Performance Certificate (EPC) is similar to the energy label on 'fridges or washing machines. It rates a property's energy efficiency in bands from A - G. It also provides estimated running costs based on standard usage assumptions. In addition the EPC provides recommendations to improve the energy efficiency of the property - carrying out these recommendations will improve the rating and will lead to a reduction in energy bills.

In preparing the HIP the only part that will need a visit to the property is the EPC. The EPC is prepared by an accredited Domestic Energy Assessor (DEA), the inspection will typically take between 40 minutes and an hour. The DEA will take measurements of the property and record details of the heating system, and where there is one, will look in the loft; in addition the DEA will take some photographs for record keeping and auditing purposes.
